Creates an autonomous vehicle committee with at least eight members including the DMV executive deputy commissioner (chair), industry representatives, transportation agencies, legislative chairs, and civic/transit advocates to study autonomous vehicle technology implementation.

Defines "autonomous vehicle" as a motor vehicle capable of driving without active human control or monitoring.

Committee shall study measures needed to implement autonomous vehicles on public highways, potential difficulties and liabilities, research and development opportunities, and other relevant issues.

Requires committee to report findings and recommendations to the governor and legislature by January 1, 2022, including any necessary legislative proposals.

Authorizes the department of transportation commissioner and DMV executive deputy commissioner to take actions immediately to support testing and operation of autonomous vehicles on public highways.
