Authorizes the commissioner to issue special and/or distinctive license plates to active duty military members and veterans organization members without charging a one-time $10 service fee, requiring only the regular registration fee.

Exempts active duty military members and qualified veterans from paying registration renewal fees for motor vehicles, defining qualified veterans as those honorably discharged from the U.S. Army, Navy, Air Force, Marine Corps, Coast Guard, or their reserves, or from the Army National Guard, Air National Guard, New York Guard, or New York Naval Militia.

Eliminates the $10 additional service charge previously required for distinctive license plates under multiple vehicle and traffic law sections (404-d, 404-h, 404-i, 404-j, 404-v, 404-w, and 404-aa).

Removes the requirement that applicants pay customization fees for special plates and eliminates language requiring sufficient service charge collection to offset plate production costs.

Becomes effective ninety days after enactment.
