Adds Section 817 to Education Law requiring public schools to provide instruction in cursive writing so students create readable documents with legible cursive handwriting by the end of fifth grade.

Adds Section 818 to Education Law requiring public school students to memorize multiplication tables to demonstrate competency in efficiently multiplying numbers.

Makes both cursive writing instruction and multiplication table memorization part of the standard course of study for public schools.

Takes effect immediately upon enactment and applies to school years commencing on July 1 following the date the bill becomes law.
