Creates the Aging in Place Council within the New York State Department for the Aging, chaired by the State Director for the Aging, with ex officio members including the Commissioner of Health and Superintendent of Financial Services.

Council membership includes 11 appointed members: 8 recommended by legislative leaders (3 by Senate Temporary President, 3 by Assembly Speaker, 1 each by Senate and Assembly minority leaders) and 3 based on recommendations from local area agencies on aging.

Council shall study and recommend improvements in areas including housing options, affordable transportation, access to outdoor spaces, community activities, nutrition and wellness programs, employment opportunities, technology access, elder abuse protections, home medical care, and cost reduction.

Council must meet at least twice annually and shall establish its own quorum requirements and procedural rules.

Council shall submit a report with findings and recommendations to the Governor, Senate Temporary President, and Assembly Speaker by October 1, 2020.
