Creates a 17-member Interagency Coordinating Committee for Streamlined Services for the Aging, chaired by the director of the State Office for the Aging, comprised of commissioners from health, transportation, housing, mental health, developmental disabilities, children and family services, temporary and disability assistance, secretary of state, information technology services, and taxation and finance, plus six aging non-profit and service provider representatives appointed by legislative leaders.

Directs the committee to develop a statewide survey identifying gaps and barriers to elderly services access across mental health, transportation, public health, and housing, and to create a simplified senior application for state needs-based programs.

Requires the committee to develop an online application tool, coordinate with local aging offices on regional program addendums, and create a medical expense deduction worksheet and informational materials for seniors.

Mandates the committee meet at least quarterly and submit annual reports by September 1st beginning in 2020, including activity summaries, legislative recommendations, enrollment data, and proposed agendas for the following fiscal year.

Allows committee members to pursue federal funding for implementation and permits the committee to begin operations within 90 days of the effective date without waiting for all appointments to be completed.
