Amends Civil Rights Law Section 79-n to add protections against summoning police without reasonable suspicion based on protected characteristics including race, color, national origin, ancestry, gender, religion, religious practice, age, disability, or sexual orientation.

Establishes liability for intentionally summoning a police officer or peace officer without reason to suspect a violation of penal law, other criminal conduct, or imminent threat to person or property when motivated by belief or perception regarding a protected class status.

Defines "lack of reason to suspect" as a situation where a reasonable person would not suspect a violation, criminal conduct, or threat.

Provides remedies of injunctive relief, damages, or other appropriate relief in law or equity for individuals or groups harmed by such conduct.

Takes effect immediately upon enactment.
