Establishes a statewide, toll-free hotline within the Office of Children and Family Services to receive reports of alleged abuse and reportable incidents 24 hours per day, seven days per week, accepting anonymous calls.

Requires the hotline to immediately transmit reports orally and electronically to appropriate state agencies or local social services offices, with expedited notification to law enforcement and emergency responders for allegations involving criminal offenses or immediate threats to health and safety.

Authorizes the commissioner to promulgate rules and regulations for hotline implementation, including procedures for timely and accurate referrals to state agencies with investigative or oversight authority.

Amends the public education campaign on elder abuse to include information about the statewide hotline as a resource for reporting suspected elder abuse.

Takes effect 120 days after becoming law.
