Requires all contractors entering into state contracts exceeding $50,000 to submit equal pay reports disclosing workforce pay averages by job category, gender, race, and ethnicity, with pay differences expressed as percentages.

Excludes small businesses (defined as independently owned and operated with no more than 100 employees) from the reporting requirement.

Directs the State Comptroller to annually compile and publicly report contractor equal pay data by July 1st, with employee names and social security numbers redacted.

Authorizes the Comptroller to promulgate regulations allowing contracting agencies to assess contractors' equal pay practices as one factor in bid evaluation, but prohibits automatic rejection of bids based solely on pay equity concerns.

Takes effect January 1st following enactment and applies to all state contracts entered into on or after that date, with contractors liable for liquidated damages if they willfully and intentionally fail to comply.
