Requires all health insurance policies covering prescription drugs to include coverage for at least one opioid antagonist and device, with prior authorization permitted for non-generic forms.

Defines "opioid antagonist and device" as an FDA-approved drug that negates or neutralizes opioid effects, limited to naloxone and other medications approved by the department of health.

Mandates coverage for opioid antagonists prescribed or dispensed via standing order or collaborative practice agreement for use on patients other than the insured.

Allows coverage to be subject to annual deductibles and co-insurance consistent with other policy benefits, as determined by the superintendent.

Applies the requirements to health maintenance organizations, non-profit health service plans, and accident and health insurers; takes effect 30 days after enactment.
