Allows non-owners of liquefied petroleum gas (propane) cylinders to fill or deliver gas during emergencies if they carry at least $1 million in liability insurance and the equipment has been inspected and certified.

Permits emergency delivery when a residential heating or generator consumer has requested gas from the owner but hasn't received it within 24 hours, or when a federal, state, or local emergency has been declared.

Permits delivery during severe weather, imminent danger situations, or when the Federal Motor Carrier Administration has granted a waiver for propane delivery hours of service limitations.

Prohibits additional penalties or fees beyond standard filling and delivery charges, and requires the delivering entity to notify the tank owner of delivery details within 48 hours.

Maintains existing contracts between cylinder owners and customers, and clarifies that this authorization does not apply outside of emergency circumstances.
