Creates an 11-member temporary state commission to study asthma incidence in the Bronx, which has the highest rate in New York State, with particular focus on youth in communities with unemployment exceeding 125 percent of the statewide level.

Commission membership composed of five members appointed by the Governor (including one from Department of Health and one from Department of Environmental Conservation), two by the Senate Majority Leader, one by the Senate Minority Leader, two by the Assembly Speaker, and one by the Assembly Minority Leader.

Nine of the eleven commission members must reside in a city with a population of one million or more; chairperson and vice-chairperson elected by majority vote of present members.

Members receive no compensation but are reimbursed for actual and necessary expenses; commission may meet in and out of state, must hold at least one public hearing per quarter, and possesses all powers of a legislative committee.

Commission must submit findings and recommendations to the Governor, Senate President, and Assembly Speaker no later than one year after the act takes effect.
