Proposes amendment to section 3 of article 7 of the New York Constitution regarding the governor's budget proposal submissions.

Requires that any proposed legislation submitted with the budget must relate specifically to either an appropriation or a proposal to raise revenue.

Restricts budget-related legislation to only measures necessary to effectuate the appropriation or revenue proposal.

Requires referral to the first regular legislative session following the next general election of assembly members and publication for three months before such election.
