Exempts not-for-profit organizations from labeling requirements for publicly accessible collection bins placed in public places on private property.

Removes references to not-for-profit organizations from the existing labeling mandate that requires display of owner information, contact details, permits, and licenses on collection bins.

Eliminates the requirement for not-for-profit organizations to disclose the charitable causes that will benefit from donations on collection bin labels.

Retains labeling requirements for for-profit entities and corporate fundraisers, including statements about whether donated items will be used for charitable or profit purposes and tax-deductibility notices.

Takes effect immediately upon enactment.
