Applies only to cities with populations of one million or more and requires contractors to recycle or reuse construction and demolition debris including metals, cardboard, drywall, glass, wood, concrete, brick, and asphalt.

Requires 25% recycling/reuse rate for projects with permits issued within one year of the law's effective date, increasing to 50% for projects with permits issued one year or more after the effective date, measured by weight.

Covers new residential buildings with four or more units, non-residential buildings larger than 4,000 square feet, non-residential building rehabilitations over 4,000 square feet, and demolition of residential or non-residential buildings (with exceptions for projects requiring only plumbing or electrical permits).

Contractors must submit documentation within 30 days of project completion and may apply for waivers; cities can withhold building permits and certificates of occupancy from non-compliant contractors.

Establishes penalties of $500 per day for failure to submit documentation and $250-$500 per percentage point of shortfall in recycling targets depending on project size.
