Amends the Public Officers Law to require state agencies and the legislature to proactively publish records of substantial public interest on their websites when they have the ability to do so.

Records published must be available under the state's Freedom of Information Law and selected based on their nature, content, or subject matter as determined by each agency.

Agencies may remove published records when they are no longer of substantial public interest or have reached the end of their legal retention period.

Exempts records whose disclosure would constitute an unwarranted invasion of personal privacy from the publication requirement.

Takes effect ninety days after becoming law, with the Committee on Open Government tasked with promulgating regulations to implement the requirements.
