Requires prescription drug manufacturers to notify the New York Commissioner of Health and the drug utilization review board at least 30 days before implementing price increases of 100 percent or more within a 12-month period.

Mandates prior authorization requirements for drugs subject to excessive price increases, effective immediately upon price increase notification and continuing until the review board makes a determination.

Establishes drug utilization review board authority to determine whether a price increase is excessive by considering factors including generic equivalents, patient medical necessity, market conditions, patent status, and manufacturing costs.

Authorizes the Attorney General to seek court injunctions and civil penalties up to $25,000 against manufacturers for unconscionable and unjustifiable price increases, with courts determining violations based on price extremity, medical necessity, sole-source status, and manufacturer control of pricing decisions.

Takes effect immediately upon enactment.
