Amends Agriculture and Markets Law Section 117 to require dog control officers, peace officers, and municipal shelters/humane societies to promptly inspect seized dogs and provide veterinary care, parasite control, and vaccinations to relieve pain and suffering.

Mandates that seized dogs receive proper shelter, food, and accessible potable non-frozen water at all times while in the possession of any officer, society, pound, or shelter.

Adds new Section 373(1-b) extending the same inspection and care requirements to lost, stray, or homeless animals taken into possession by officers, agents, societies, pounds, or municipal shelters.

Creates new Section 125 establishing identical inspection and care standards for dogs surrendered by their owners to humane societies, pounds, or municipal shelters.

Takes effect thirty days after becoming law.
