Prohibits persons convicted of animal cruelty violations under Agriculture and Markets Law sections 351, 353, and 353-a from working as dog control officers, animal control officers, or paid employees or volunteers at animal shelters, pounds, humane societies, animal protective associations, or societies for the prevention of cruelty to animals.

Exempts court-ordered community service assignments from the volunteer prohibition, allowing individuals sentenced to animal shelter service to fulfill their court obligations.

Makes it a class A misdemeanor for any dog control officer, animal control officer, paid employee, or volunteer to violate the employment restriction.

Applies to convictions occurring on or after the bill's effective date.

Takes effect 30 days after becoming law.
