Requires the City of New York to conduct a detailed analysis of stormwater and groundwater issues in southeast Queens communities including Ozone Park, South Ozone Park, Jamaica, Hollis, Springfield Gardens, Laurelton, Rosedale, and Brookville.

Analysis must evaluate the feasibility and efficacy of installing reverse seepage basins, the status of stormwater sewer upgrades, and the potential rehabilitation of former water supply wells.

Requires a report on the analysis findings to be submitted to the legislature no later than June 30, 2020.

Takes effect immediately upon enactment.
