Department of Social Services must develop and implement a plan to ensure adequate access to information for individuals with limited English proficiency or those requiring communication assistance.

Requires translation of necessary documents, forms, and instructions into the six most common non-English languages spoken by beneficiaries with limited English proficiency.

Mandates interpretation services be offered upon request between the administering entity and individuals in their primary language regarding provision of services or benefits.

Requires offering services upon request or demonstrated need for individuals who are deaf, blind, have speech impediments, or cognitive impairments.

Department of Social Services must work with the Office for the Aging to provide additional translation services to inform low-income and elderly households potentially eligible for food stamps; local commissioners retain discretion to offer additional language services as necessary.
