Amends the definition of "direct relationship" in Correction Law Section 750(3) to require a substantial connection between the crime of conviction and the duties or responsibilities of the license or job sought.

Adds requirement that the connection between the crime and the position must create an unreasonable risk to property, safety, or welfare of specific individuals or the general public before denial of license or employment is permitted.

Consolidates two separate grounds for denial (direct relationship and unreasonable risk) into a single unified standard by incorporating the risk assessment into the definition of "direct relationship."

Becomes effective ninety days after enactment.
