Amends Labor Law Section 591 to require the commissioner to promulgate regulations defining "systematic and sustained efforts to find work" for unemployment benefit eligibility.

Mandates that regulations setting standards for proof of work search efforts must account for claimants' need to provide child care for their child or children.

Ensures regulations allow claimants with child care responsibilities to satisfy work search effort standards without penalty to their unemployment benefits.

Takes effect on the same date as the reversion of Labor Law Section 591 subdivision 2 as provided in section 10 of chapter 413 of the laws of 2003.
