Establishes the New York State Council on Food Policy with 20 voting members appointed by legislative leaders and the governor, plus non-voting members from state agencies and various food sector representatives, to develop and recommend state food policy promoting local farm and food products.

Sets state procurement goals requiring 20% of all food purchased by state agencies and state-owned facilities to be local farm or food products by 2020, increasing to 50% by 2024.

Allows state contracts for food purchases to give preference to bidders using local farm or food products if their cost is not more than 10% greater than non-local bids.

Requires state agencies and facilities to develop systems for tracking and reporting local farm or food product purchases annually, with fiscal year 2020 as the baseline.

Directs the Department of Agriculture and Markets to create a geo-coded electronic database in conjunction with the Food Policy Council to help schools identify local agricultural producers and enable producers to find interested schools.
