Amends Public Health Law Section 3803(2)(b) to establish a toll-free telephone number serving as a clearinghouse for veterans, active armed forces members in New York (including National Guard), and their families to obtain referrals to benefits and services.

Requires the toll-free number to function as a crisis line modeled on the federal veterans' crisis line to respond to requests for assistance from veterans.

Staffing shall be provided by employees of or trained volunteers working at the division of veterans' services on weekdays during regular business hours and on weekends and holidays from 9:00 a.m. to 5:00 p.m.

Maintains the existing toll-free hotline providing information about health care providers and treatment centers with expertise in illnesses associated with military duty.

Takes effect immediately upon enactment.
