Requires any non-election official who mails materials intended to challenge a voter's qualifications to file a duplicate copy of the mail, recipient names and addresses, and a completed form with the state board of elections within two business days of mailing, including the challenger's name, residence, business address, employer, and number of pieces mailed.

Establishes that failure to comply with the mailing notification requirements creates a presumption that such mail cannot be used to challenge a voter's qualifications.

Requires challengers other than inspectors or clerks to complete and deliver a challenge affidavit that includes the challenger's identification information, the voter's registration serial number, and specific facts supporting the belief that the voter lacks voting qualifications.

Mandates that challenge reports include the name and address of any non-inspector challenger and requires boards of elections to make challenge affidavit forms available to all qualified voters.

Takes effect January 1, 2020.
