Requires the City Planning Commission to regulate and restrict new social services facilities, expansions of existing facilities, and changes to services provided at current locations.

Defines "social services facility" to include ACS placement facilities, city-administered shelters and housing assistance, DHS homeless services facilities, DYCD youth facilities, HPD housing facilities, HRA facilities (excluding domestic violence shelters), and supportive housing facilities with city contracts.

Mandates the Commission consider the anticipated impact of proposed facilities on neighborhood character, property values, lease renewals, and conformity with city planning.

Takes effect 90 days after becoming law.
