Establishes a senior dental services grant program under the New York Office for the Aging to provide dental care to eligible elderly persons (age 65+) without dental insurance.

Eligibility limited to unmarried residents with income at or below 200% of federal poverty level for household size of one, and married residents with combined spousal income at or below 200% of federal poverty level for household size of two.

Director authorized to select up to six grant recipients through a request for proposal process, with priority given to accredited dental educational programs and existing clinics serving low-income elderly, considering geographic distribution and existing need.

Grant funds may be used for direct provision of dental services, equipment purchases, and travel expenses related to dental care.

Director required to submit annual reports to the Governor and legislature starting by December 31st of the year following enactment, including financial reports, program effectiveness analysis, grant recipient profiles, and recommendations for program continuation or expansion.
