Amends New York City Administrative Code Section 19-506 to broaden the definition of "unlawfully fleeing" to include fleeing any enforcement officer of the Taxi and Limousine Commission or police officer, removing the previous restriction limited to HAIL-licensed vehicles in specific zones.

Expands the scope of the offense to cover fleeing on foot or by vehicle, and clarifies that the offense applies to drivers of any vehicle licensed by the commission.

Maintains the existing misdemeanor penalty of a fine between $750 and $1,000, or imprisonment of no more than 90 days, or both.

Preserves the requirement that any charge alleging violation of this provision be returnable before a court with jurisdiction over misdemeanors.

Takes effect immediately upon enactment.
