Adds Section 2829 to Public Authorities Law to promote women's appointment to state and local authority boards as a measure to address historical discrimination.

Requires all appointing powers to make recommendations and appointments to public authority boards in a "gender balanced" manner, with the level of preference for women candidates inversely proportional to their current representation on each board.

Mandates appointing powers undertake all necessary efforts to obtain lists of qualified women candidates and consult with other appointing powers for the same authority to ensure compliance with gender balance requirements.

Requires state and local authorities to report annually on the number of board members appointed or reappointed, the number of women appointed or reappointed, current board composition, and gender breakdown of board members.

Takes effect August 1, 2020 and expires August 1, 2030, with individuals completing terms before the effective date permitted to finish their appointments.
