Sets minimum care standards including structurally sound housing with adequate space, ventilation, temperature control, sanitation, feeding/watering schedules, humane handling, and regular veterinary care.

Requires breeders to maintain records for two years documenting animal acquisition, description, inoculations, and sale/transfer information, and prohibits sale of animals under eight weeks of age.

Implements licensing fees of $100 annually ($25 for breeders selling fewer than 25 animals per year) and requires veterinary inspection at minimum six-month intervals to verify compliance.

Preempts local breeder regulations while allowing municipalities to enforce general business, public health, and consumer protection laws; exempts not-for-profit humane societies and allows license denial, suspension, or revocation for violations.
