Expands the definition of "disability" in executive law to include major life activities such as caring for oneself, seeing, hearing, eating, sleeping, walking, breathing, learning, reading, concentrating, communicating, and working, as well as major bodily functions.

Prohibits discrimination against persons with disabilities accompanied by therapy dogs or cats, regardless of breed, and protects professional trainers of these animals from discrimination.

Amends the definition of "therapy dog or cat" to include cats in addition to dogs and expands settings where they may be used to include personal residences.

Clarifies that therapy dogs and cats do not need to qualify as service animals under federal or state law to receive protections under this statute.

Adds housing services and discrimination issues to the duties of state veterans' service agencies in assisting veterans and their families.
