Defines "ongoing construction project" as any project where construction workers use the sidewalk shed at least 10 days per month during the year preceding the permit renewal request.

Establishes a civil penalty not to exceed $1,000 for contractors or licensees who submit false or misleading documentation in support of permit renewal.

Requires the commissioner to promulgate rules and regulations necessary to implement these provisions, with the act taking effect 30 days after becoming law.
