Amends Agriculture and Markets Law to require the commissioner to include assessment of food deserts in New York State in the quinquennial (every five years) report to the governor and legislature on the state farmers' markets program.

Requires the food desert assessment to provide detailed demographic information, number and descriptions of food sources in food deserts, and any other information the commissioner deems appropriate.

Mandates the report include an assessment of successes, failures, and barriers in establishing farmers markets in food deserts, along with recommendations for overcoming those barriers.

Requires the report to list all funding sources available for expanding farmers markets into food deserts.

Takes effect immediately upon enactment.
