The state board of elections must establish an education and training institute to develop and implement a statewide certified poll worker trainer program, including a train-the-trainer program for county boards of elections.

Certified poll worker trainers must attend continuing education every two years to maintain certification; each county board must enroll at least two bipartisan-designated persons in the state board's training institute.

County boards must augment the state's core poll worker curriculum with local procedures covering topics including voter rights, ballot handling, accessibility for voters with disabilities and limited English proficiency, and voting system operation; the state board must adopt rules creating the training institute and certification process.
