Establishes "laser hair removal" as a regulated practice using lasers or pulsed light devices that do not remove the epidermis, and creates the "laser hair removal technician" license category.

Requires laser hair removal to be performed only by a licensed physician or by a licensed laser hair removal technician under physician supervision and direction.

Mandates non-medical facilities offering laser hair removal to maintain at least $1 million in liability insurance and employ a consulting physician familiar with laser hair removal who must conduct annual audits and be available for injury cases.

Expands the appearance enhancement advisory committee from nine to ten members to include one person engaged in laser hair removal practices.

Requires the Department of State to establish rules and regulations for laser hair removal technician licensing, including approved curricula, minimum training hours, body-part-specific procedures on volunteers, age requirements, and nationally accredited certification; permits waiving training requirements for licensed estheticians who pass a competency examination.
