Requires state agencies to evaluate the potential impact of proposed rules on jobs and employment opportunities, including self-employment, before proposing or adopting rules on an emergency basis.

Expands the definition of "impact on jobs or employment opportunities" to include significant changes in employment status, average wage levels, hours, and duration of employment, in addition to changes in job numbers.

Expands the definition of "substantial adverse impact" to include significant net reductions in average wage levels, hours, and duration of employment that would represent a substantial adverse impact on incomes or economic security.

Requires agencies to make available the methodology and data or data sources used to prepare job impact statements and mandates that the Commissioner of Labor and Commissioner of Economic Development may issue statements of concurrence requiring additional evaluation of proposed rules' employment impacts.

Requires job impact statements to identify measures that the proposing agency or other state agencies with significant impact have taken or could take to minimize adverse effects on jobs and employment opportunities.
