Requires the New York City Department of Education to provide at least one full-time substance abuse prevention and intervention specialist at each public school in the city.

Defines a substance abuse prevention and intervention specialist as a NYC Department of Education employee who has received substance abuse training through the New York State Office of Alcoholism and Substance Abuse Services.

Allocates $42,553,000 in funding from the Mental Hygiene Program Fund Account to the NYC Department of Education for school-operated substance abuse prevention programs.

Removes previous language limiting funding continuation to contracts executed before March 31, 2012, and replaces it with ongoing funding authority for prevention personnel.
