Requires each commercial airport in New York State to provide at least one military courtesy center upon new terminal construction or major renovation of existing terminals or aviation capital facilities.

Defines military courtesy centers as dedicated rooms or suites equipped with electrical outlets, seating, internet access, telephones, and televisions for active servicemembers and veterans.

Allows airports to seek exemption from the requirement by demonstrating lack of need based on factors including minimal military travel volume, public safety concerns, fiscal burden (under 1 million annual emplanements or less than $1 million gross revenue), or existing USO/veterans service facilities.

Requires the commissioner of transportation to establish an exemption process with public notice in local newspapers and 30-60 day comment periods from military and veterans organizations before granting waivers.

Permits airports to operate vending machines in the centers with net revenues directed to either the state capital projects fund's aviation purpose account or the state veterans' counseling services program.
