Requires the New York Department of Corrections to electronically notify an inmate's next of kin or personal representative immediately prior to transferring the inmate to another facility

Allows inmates to make at least one personal phone call before transfer, except when exceptional circumstances would create an unacceptable risk to safety and security

Requires the department to document in writing when a pre-transfer call is not permitted due to exceptional circumstances

Requires facilities to allow inmates at least one personal phone call within twenty-four hours of arrival at the transfer destination, or have a staff member make the call on the inmate's behalf if security prevents the inmate from calling

Takes effect thirty days after becoming law
