Creates an 11-member temporary task force to examine the exclusion of disability pensioners from the variable supplements fund (VSF) program that provides retirement supplementation to New York City police and fire members.

Task force members appointed by the governor (2), temporary president of the senate (2), speaker of the assembly (2), minority leaders of senate and assembly (1 each), mayor of New York City (1), state comptroller (1), and chair (1), with the governor designating the chair.

Grants task force authority to conduct public hearings, issue subpoenas for witnesses and documents, and recommend legislation related to VSF eligibility for disability retirees.

Requires the task force to issue a report within one year of the effective date containing findings and recommendations regarding disability pensioners' eligibility for VSF supplemental payments, to be submitted to the governor, comptroller, and relevant legislative committee chairs.

Members receive no compensation but non-governmental employee members are reimbursed for reasonable expenses; six voting members constitute a quorum.
