Prohibits persons, organizations, or business entities that submit bids or proposals to state government from making contributions to officeholders, candidates, or their political committees involved in evaluating or awarding the procurement contract during a restricted contribution period.

Defines the restricted vendor contribution period as commencing when an entity registers as a lobbyist, engages in lobbying to generate a procurement opportunity, or submits a bid in response to a state solicitation, and ending either six months after contract award (if the entity wins the contract and does not lobby on its execution) or upon contract award (if the entity does not win).

Requires state governmental entities to provide notice of the contribution prohibition and the restricted period's commencement date to bidders in procurement solicitations.

Establishes civil penalties of up to $10,000 or 200% of the contribution amount for violations, enforceable by the state board of elections chief enforcement counsel, and requires recipients of prohibited contributions to refund them.

Takes effect 180 days after becoming law.
