Amends New York City administrative code section 22-602 to modify the $10,000 per year per employee limit on special rebates and discounts for energy users.

Exempts eligible energy users that conduct manufacturing activities producing new goods primarily from waste paper or other recyclables collected from residential sources in the city from the $10,000 annual rebate cap.

Applies to applications certified after June 30, 2003.

Takes effect immediately upon enactment.
