Requires absentee ballots in Braille (grade two) and large-print (18-point font or larger) to be made available upon request by registered voters who are blind or visually impaired.

Mandates voters requesting Braille or large-print ballots provide notice to the board of elections at least 30 days before each election to allow time for preparation and distribution.

Directs the state board of elections to establish rules for preparation, distribution, casting, and canvass of Braille and large-print ballots in consultation with at least three New York disability advocacy organizations.

Requires Braille ballots to be proofread by qualified Braille readers with minimum qualifications established by the state board of elections in consultation with disability advocacy organizations.

Takes effect December 1 following the date the bill becomes law, with immediate authorization for boards to adopt necessary rules and regulations.
