Amends criminal procedure law to allow courts to waive mandatory surcharges, DNA databank fees, and crime victim assistance fees for defendants under age 21 if imposition would cause unreasonable hardship on the defendant, immediate family, or dependents.

Permits courts to waive surcharges and fees for defendants under 21 when imposition would adversely impact the defendant's reintegration into society, considering the goal of promoting successful reentry as outlined in penal law.

Allows courts discretion to waive surcharges and fees for defendants under 21 in the interests of justice.

Maintains mandatory imposition of surcharges and fees for prostitution-related and sex trafficking convictions, except for certain eligible youth in limited circumstances.

Repeals existing provisions of penal law sections 60.35(10) and 60.02(3) relating to surcharge and fee restrictions.
