Adds jurisdiction basis for small claims cases where the claimant is or was a tenant or lessee of real property owned by the defendant and the claim relates to that tenancy or lease, in addition to existing residency and employment-based jurisdiction.

Allows notice of small claims to be sent to any place in the county or adjoining county where rent can be mailed or delivered when the landlord-tenant jurisdictional basis applies and standard address options are unavailable (Uniform City Court Act and Uniform Justice Court Act).

Extends similar jurisdiction and notice provisions to district courts, justice courts, and New York City Civil Court with appropriate geographic modifications for each court system.

Applies $5,000 limit for small claims in city courts, district courts, and NYC Civil Court; $3,000 limit for justice courts; filing fees remain $15-20 for higher courts and $10-15 for justice courts.

Effective September 1 following enactment.
