Adds definitions of "transit dependent" (individuals limited to public transit due to lack of private transportation, age over 65, age under 18, or income below poverty/median levels) and "para-transit dependent" (individuals with permanent or temporary disabilities reliant on public transit) to four transportation authority statutes.

Increases Niagara Frontier Transportation Authority board from ten to not more than twelve members and requires at least one member represent the transit dependent community and at least one represent the para-transit dependent community.

Requires Rochester-Genesee Regional Transportation Authority, Capital District Transportation Authority, and Central New York Regional Transportation Authority each to appoint at least two members representing transit dependent and para-transit dependent communities from lists submitted by local and statewide transit advocacy organizations.

Establishes a five-year term for transit and para-transit dependent representatives, with vacancies filled within six months through the same appointment process.

Takes effect ninety days after enactment.
