Establishes a real property tax exemption task force within the Department of Taxation and Finance to study and report on real property tax exemptions in New York.

Task force shall study types and classifications of exempt properties, numbers granted partial and full exemptions, exemption processes, federally-required exemptions, and exemptions granted by industrial development agencies.

Task force shall consist of seven members: the tax commissioner (or designee), comptroller (or designee), attorney general (or designee), and one representative each appointed by the Senate Temporary President, Senate Minority Leader, Assembly Speaker, and Assembly Minority Leader.

Members serve without compensation but may receive reimbursement for necessary and actual expenses; appointments must be made within 30 days of the act's effective date.

Task force must submit findings and recommendations to the legislature within one year and shall automatically expire two years after establishment or upon report delivery, whichever occurs first.
