Amends the General City Law, Town Law, and Village Law to expand the purposes of transfer of development rights programs to include protection of lands at risk from sea level rise, storm surge, or flooding.

Designates lands at risk from sea level rise, storm surge, or flooding as eligible "sending districts" under existing transfer of development rights programs in cities, towns, and villages.

Requires that before receiving districts are designated, a generic environmental impact statement must be prepared evaluating adequate resources, environmental quality, public facilities, and potential tax burden transfers between school or tax districts.

Applies the same development rights transfer conditions and requirements to flood-risk lands as currently apply to natural, scenic, agricultural, historical, cultural, and aesthetic lands.

Takes effect immediately upon enactment.
