Amends Vehicle and Traffic Law Section 202 to require the Department of Motor Vehicles to inform vehicle registrants how to delete their registration information from contractor files.

Mandates a prominently displayed disclosure on the DMV's main web page and on all vehicle registration forms when applicants first register or renew a vehicle registration.

Allows registrants to request deletion of their registration information from the contractor's file in the manner prescribed by the commissioner.

Preserves the right to retain registration information for manufacturer's warranty notices, safety recalls, or similar notices, and for statistical purposes.

Takes effect immediately upon enactment.
