Removes the exemption for persons engaged in a teaching capacity at religious, charitable, or educational institutions from workers' compensation coverage under Group 18 employments.

Modifies the definition of "employee" in workers' compensation law to exclude only persons in a professional capacity (rather than "professional or teaching" capacity) at religious, charitable, or educational institutions.

Makes teachers at religious institutions eligible for New York state paid family leave benefits by reclassifying them as covered employees under workers' compensation law.

Takes effect thirty days after becoming law.
